About service and system planning

Health service planning aims to understand the health needs of populations and align current and future health service delivery accordingly. This enables resources such as funding, workforce, infrastructure, and digital technologies to be used effectively and equitably to provide the best healthcare for Queenslanders.

The Department of Health is responsible for statewide health service planning for the public health system and monitoring of system performance against strategies and plans. Our approach to planning adopts a medium to long-term time horizon to respond to changing patterns of health need as well as policy changes and innovations in treatment and technologies.

Statewide health service plans and strategies are based on the health needs of people who use Queensland public health services and may be targeted towards a:

  • specific geographical area (e.g. statewide, south east Queensland)
  • particular population group (e.g. Aboriginal and Torres Strait Islander peoples)
  • specific clinical or service stream/s (e.g. diabetes services).

Queensland’s 16 Hospital and Health Services also undertake health service planning for their regions.

Planning Portal

The Planning Portal provides interactive dashboards and reports for Queensland Hospital and Health Services and includes:

  • demographics - Queensland population
  • socio-economic disadvantage
  • risk and protective factors for adults and children.

Diabetes Model of Service Delivery (PDF 3221 kB)

The Diabetes Model of Service Delivery was developed to facilitate the delivery of consistent, high-quality diabetes care. The service model aims to enhance access and coordination of care for Queenslanders, particularly First Nations peoples and rural and remote communities. This service model builds on existing diabetes services, ensuring that individuals receive tailored support and management appropriate to their needs throughout their healthcare journey.

The Statewide Robotics Plan represents a visionary 5-year roadmap to leverage robotics technology for the benefit of patients across the state, and the sustainability of our healthcare system. With a focus on person-centred care, workforce development, collaboration and innovation, this Plan aims to drive forward-thinking initiatives that enhance efficiency, accessibility, quality, and lay the foundation for long-term adoption and integration of robotics within Queensland's healthcare system.

Spinal Cord Injury Service Delivery Model

November 2024

The Spinal Cord Injury Service Delivery Model for Queensland outlines the future model for high-quality spinal cord injury care. The model was co-designed to be implemented over 10 years with the aim of increasing access to specialist rehabilitation and lifelong care as close to home as possible.

The Artificial Intelligence Plan aims to provide a unified approach to artificial intelligence (AI) integration within Queensland Health, to provide safe and equitable access to AI-driven solutions, improve scalability of innovation and help reduce duplication of effort across the state.

The Artificial Intelligence Framework is a response to the Queensland Government’s AI policy and ensures Queensland Health follows a standardised, risk-based process for the development, procurement, implementation, evaluation and governance of AI technologies.

The Statewide Oral Health Plan describes our commitment to improving oral health for Queenslanders and aligns with the Australian Government's future planning and priorities for oral health services.
